The Ministry of Health is seeking feedback on a draft Government Resolution that proposes special mechanisms and policies to help Bach Mai Hospital Campus 2 in Ninh Bình and Viet Đức Hospital Campus 2 begin operations. The draft outlines targeted support intended to encourage staff to return to work and to attract and retain highly skilled personnel for the two campuses.
The Ministry proposes state funding to support training aligned with professional requirements for each group and job position, aiming to ensure the Campus 2 workforce meets qualification standards. The state budget estimate for training is about 161 billion VND.
The Ministry said current training for Campus 2 staff relies mainly on self-financed resources, creating pressure due to unstable revenues while ongoing operating costs must still be covered. It added that high-quality training is a key factor in ensuring professional standards at Campus 2 match those at Campus 1, particularly for doctors, nurses, technicians, and managerial staff.
The draft also includes housing subsidies for staff assigned from Hà Nội to work at Ninh Bình, along with transportation and travel support between the two campuses.
The Ministry explained that during the initial operation phase, a large number of staff need to live on-site, while living conditions are still limited. It said housing cost support is intended to help stabilize personnel, especially rotating staff working on weekends.
It also noted that the distance between the two bases leads to travel costs that employees may not be able to fully cover. Under the draft, both hospitals would reimburse costs based on invoices and supporting documents.
For Campus 2 recruitment incentives covering 2026–2028, the draft calculates support based on university degree and job position, aligned with salary and allowances. The Ministry said the average social insurance contributions used for the calculation are based on the salary currently received at Campus 1, estimated at roughly 11.6–15.6 million VND per person per month.
The government budget proposed for these recruitment incentives is about 992.7 billion VND over three years.
The Ministry said that in the initial operation phase of Campus 2, patient volumes are not yet stable and revenue is not expected to cover regular salaries. It added that recruitment incentives are therefore intended to enable staff to work far from home, including frequent travel and higher living costs.
Overall, the Ministry said the package of subsidies is designed to ensure fairness between the two campuses and help the hospitals maintain a high-quality workforce to meet operational requirements.
The Ministry of Health estimates total government support at about 1,150.4 billion VND over three years.
