To strengthen tax administration for enterprises that have incurred losses for many years and have thin profit margins, the Tax Department issued Official Dispatch No. 1927/CT-KTr, requesting provincial and city tax authorities, the Large Enterprise Tax Department, and the Electronic Commerce Tax Sub-Department to step up the review of tax declarations and tax payments of affected enterprises.
Following this, the Tax Department issued the 2026 Specialized Inspection Plan under Decision No. 446/QĐ-CT, assigning the Head of the Inspection to organize and implement the plan.
Under the plan, 108 enterprises are targeted, mainly across localities.
Among the enterprises mentioned is Highlands Coffee Service Joint Stock Company, the legal entity operating the Highlands Coffee chain.
Highlands Coffee was founded by entrepreneur David Thái (Thai Phi Điệp) and began operations in 1999 as a packaged coffee brand offering roasted coffee.
In 2012, Jollibee Foods Corporation acquired a stake in Highlands Coffee through a deal with Viet Thai International Group (VTI Group), the company founded by David Thái.
According to Jollibee Foods Corporation, it currently holds 60% of shares in CTCP SF Vũng Tàu (SF Vung Tau JSC), the company that holds 100% of Highlands Coffee Service, the unit operating the Highlands Coffee chain.
According to a report from the Philippine owner, Highlands Coffee is the largest coffee chain in Vietnam with 985 stores as of 31/12/2025, serving more than 100 million customers per year.
EBITDA profit for Highlands Coffee in 2025 reached about 2.48 billion peso, equivalent to more than 1,097 billion dong.
Jollibee began publishing Highlands Coffee’s numbers in its reports in 2023. Since then, Highlands Coffee’s EBITDA increased by 5.7% in 2025 and by 4.5% in 2024.
In 2025, Highlands Coffee opened 134 additional stores, bringing the total to 985. Of these, 38 stores are in the Philippines and the remainder are in Vietnam.
Under the cited model, 851 stores belong to the chain owned by Jollibee, while 96 are franchised.
