On April 2, 2026, the 1645 Working Group, led by Nguyen Toan Thang, director of the Ho Chi Minh City Department of Agriculture and Environment, held a meeting with developers to remove obstacles in issuing land-use rights certificates and certificates for house ownership and assets attached to land (commonly known as “pink slips”) for buyers of homes in four housing projects in the city.
Cat Lai social housing project (ThuThiem Group Joint Stock Company) in Cat Lai Ward: The project has 1,107 units. The developer has fulfilled financial obligations, and a current-site map has been identified. After reviewing reports from working group members, Nguyen Toan Thang agreed to issue pink slips as requested by the developer, enabling ownership rights for thousands of workers.
4S Linh Dong Apartments (Thanh Truong Loc Construction Co., Ltd) in Hiep Binh Ward: The project has 1,114 units. It was cleared in February 2025 and handed over to customers. However, some ownership disputes still need to be resolved. Thang urged local authorities to coordinate with relevant departments to address residents’ complaints and to expedite the issuance of pink slips for buyers.
An Phu Apartments (An Phu Land Real Estate Investment Co., Ltd): The project has 846 units. Although it has been completed and put into use, pink slips have not yet been issued to buyers. The working group agreed to resolve the issue to support lawful home ownership for residents.
First Home Bình Dương (NHO Corecam Co., Ltd): The project has 413 units. Pink slips are under consideration for the remaining 124 units. The working group agreed that pink slips will be issued after the developer completes the related procedures.
The meeting focused on resolving legal and administrative barriers that delay issuance of pink slips, including disputes and incomplete procedures. The working group’s decisions aim to reassure residents about ownership rights and to support orderly real estate market development.
