The Ministry of Home Affairs is collecting feedback on a draft Circular guiding the implementation of the base salary for those who receive salaries and allowances in public agencies, organizations, and units under the Party, the State, the Fatherland Front, socio-political organizations and associations. The draft states that, based on the Politburo’s conclusions and the National Assembly’s resolutions, there is an orientation to increase the base salary from 2.34 million VND per month to 2.53 million VND per month. The new base salary is expected to be applied from July 1, and will serve as the basis for calculating salaries, allowances, and many other regimes for civil servants, public employees, and armed forces. The adjustment will necessitate recalculating withholdings and entitlements tied to the base salary, ensuring consistency with the new rules. The Ministry of Home Affairs proposes the method to calculate the base salary, allowances, and the preserved differential for civil servants from July 1, 2026 as follows: - Implemented base salary from 1/7/2026 = base salary 2.53 million VND/month x current pay grade coefficient. - For allowances calculated based on base salary: implemented allowance from 1/7/2026 = base salary 2.53 million/month x current allowance coefficient. - For allowances calculated as a percentage of the current salary plus leadership allowance and seniority-over-ceiling allowances (if any): implemented allowance from 1/7/2026 = base salary from 1/7/2026 + leadership allowance from 1/7/2026 (if any) + seniority-over-ceiling allowance implemented from 1/7/2026 (if any) multiplied by the applicable percentage. - For allowances defined by fixed monetary amounts, keep the current regulations unchanged. - Regarding the calculation of the amount of the preserved differential coefficient: the amount equals the base salary 2.53 million x the preserved differential coefficient currently enjoyed (if any). - For Members of the National Assembly at all levels, the operating allowance should be calculated based on the operating allowance coefficient in effect by law for the current term. - For those who perform non-professional duties in rural hamlets and neighborhoods, the draft Circular specifies that the state budget funds the allowance for each hamlet or neighborhood according to Decree 33/2023, calculated at the base salary 2.53 million per month. The specific allowance levels for these groups follow Decree 33/2023. - People working in secret organizations under the management of the Ministry of National Defense and the Ministry of Public Security should implement according to the guidance of the respective ministers. - People working in secret organizations in Party, State, socio-political organizations (not under the purview of the Ministry of National Defense and the Ministry of Public Security) should calculate base salary, allowances, and the preserved differential amount (if any) using the method outlined above for civil servants.
