Hue City People’s Committee Chairman Nguyen Khac Toan has signed Plan No. 228/KH-UBND to organize and implement, in a synchronous and effective manner, resolutions of the central government, the City Party Committee, and the City People’s Council. The plan sets the goal of achieving GRDP growth of 10% or more in 2026.
Under the plan, Hue targets:
To achieve these targets, Hue will build an action program to implement the Party Congress Plan No. XVII, and adjust the city’s 2021–2030 master plan with a vision to 2050 to align with new development requirements.
The plan emphasizes accelerating economic restructuring linked to reforming the growth model, supporting enterprises to maintain and expand production and business, and speeding up disbursement of public investment.
Hue will concentrate on implementing major projects with broad spillover effects, including the Cam Lo – La Son expressway, Nguyen Hoang Street, the coastal belt, To Huu extension road, Beltway 3, Binh Thanh Bridge, and the Tay Pha Tam Giang – Cau Hai road. These projects are described as strategic infrastructure supporting regional connectivity and expanding urban development space.
The city also prioritizes infrastructure investment in economic zones and industrial parks, while accelerating the restoration and preservation of key relics to leverage heritage value for tourism.
In addition, disaster prevention, climate-change adaptation, and digital transformation will be implemented in a coordinated manner.
Hue will proactively prepare land reserves and resettlement for the Bắc–Nam high-speed rail project.
The plan also sets a housing target: completing 3,275 social housing units in 2026 to meet residents’ housing needs.
On fiscal management, the city will tighten revenue and expenditure management, curb and improve the efficiency of the use of public assets, accelerate land auctions, and carry out office relocation after organizational reorganizations to remove obstacles for investment projects and increase budget revenue.
In the social sector, Hue will continue ensuring social welfare and improving living standards, while pushing administrative reform and improving the business environment.
The plan also aims to place provincial competitiveness indicators and administrative reform among the top five localities nationwide. Hue further plans to establish more than 1,000 new enterprises and attract total registered investment of about VND 10,000–15,000 billion.
