After more than eight years of slow progress, the Suoi Voi tourism project in Chan May - Lang Co commune (Hue City) remains stalled, wasting land resources, and is identified for revocation in the conclusions of the Government Inspectorate.
In 2017, the Hue City Economic-Industrial Zone Management Board (now Hue City) issued the decision on investment policy for the Suoi Voi tourism project to Hoa Lu - Hue Investment Trading and Services Co., Ltd. The project covers an area of 51.79 hectares, with a total investment of about 1,020 billion VND. The stated aim was to develop a high-end resort destination near the Bach Ma Mountain Range, create jobs, and promote tourism development in the Chan May - Lang Co area.
The project’s implementation process affected 108 households. Of these, 57 households faced land-related impacts and 49 households lost livelihoods, as the Suoi Voi area—previously a community ecotourism site—was handed over to the investor.
Earlier, from the late 1990s to the early 2000s, locals exploited the area for natural tourism, drawing visitors with pristine mountain scenery and a cool climate for stays and for bathing in the streams.
Community tourism activities at Suoi Voi were previously managed by Song Thuy Agricultural Cooperative (in the former Lộc Tiến commune) and provided employment to hundreds of local workers. After the site was handed over to a private investor, these activities ceased to make way for the large-scale resort project.
More than eight years after ground clearance, the project remains unfinished. Many components are incomplete, earth and rock litter the site, concrete works have deteriorated, and rebar is rusting. The area that was once a renowned ecotourism destination has become wasteland, with environmental and landscape impacts from half-finished construction.
According to a conclusion by the Government Inspectorate, the Suoi Voi tourism project falls into the category of revocation due to extended delays. The conclusion cites that the project wastes land resources and affects the investment environment.
In an interview, Mr. Hoang Viet Cuong — Chief of the Office of the Hue City People’s Committee — said the project is among stalled projects the city has reported to the Ministry of Finance and the Government for opinions.
As of now, central ministries have not issued official opinions, but the handling of the project is likely to be devolved to the locality. The Hue City People’s Committee has reported to the City’s Standing Committee on the proposed handling plan for this project.
