From July 1, 2026, the Ministry of Home Affairs proposes an 8% increase on pensions, social security allowances, and monthly subsidies. The ministry has sent a draft decree to the Ministry of Justice for appraisal, outlining the adjustment to take effect from that date.
Under the current draft, the Ministry proposes one option for the pension increase from July 1, 2026, instead of two options that were previously published for public feedback. The adjustment would raise the pension base, social insurance allowances, and monthly subsidies for eligible people by 8% compared with June 2026 levels.
For recipients of pensions, social insurance allowances, or monthly subsidies under clause 2 of Article 1 of the draft decree, after the 8% increase, if the entitlement level is below 3.8 million VND per month, the increase will be applied as follows:
The pension, social insurance allowances, and monthly subsidies after adjustment will serve as the basis for calculating future pension adjustments.

According to the Ministry of Home Affairs, the estimated budgetary increase from the 2025 level for the proposed pension and allowance adjustment is 10.773 trillion VND. Of this total, about 2.013 trillion VND is expected from the state budget, and about 8.760 trillion VND is expected from the Social Insurance Fund.
