Ministry of Industry and Trade has issued a decision to publish the list of administrative procedures amended and supplemented in the field of import and export, continuing the reform of administrative procedures to facilitate international trade activities for enterprises. The decision publishes the list of administrative procedures under the ministry's management that have been adjusted and updated in line with new legal regulations, while removing some content no longer applicable. The decision takes effect on May 1, 2026. Notably, the revision focuses on the procedures for issuing Certificates of Origin (C/O)—one of the most important procedures for exporters. According to the accompanying list, 36 administrative procedures have been amended or supplemented, mainly related to issuing various preferential and non-preferential C/Os under Free Trade Agreements (FTAs). The C/O templates adjusted cover many markets and major agreements such as ASEAN, China, Korea, Japan, CPTPP, RCEP, Vietnam–UK FTA (UKVFTA), along with procedures related to re-issuance, renewal, back-to-back, and origin certification for special cases such as goods from bonded zones or bonded warehouses. Additionally, the ministry amended procedures related to issuing approval documents for traders to self-certify the origin of goods within ASEAN. This aligns with international trends, reduces administrative burdens, and enhances enterprise autonomy in leveraging FTAs. The amendments are based on new regulatory documents, including Circular 12/2026/TT-BCT on removing provisions no longer appropriate, ensuring consistency and transparency of the legal system in the field of import-export. This step is expected to shorten processing times, reduce compliance costs for enterprises, and improve the effectiveness of leveraging tariff preferences from FTAs that Vietnam has signed. Against the backdrop of continued strong growth in Vietnam's import-export turnover, reforming administrative procedures, particularly in the area of C/O issuance, is seen as a key factor enabling enterprises to enhance competitiveness, broaden markets, and participate more deeply in global supply chains.
