On April 24, during the closing session of the First Session, the National Assembly voted to approve the Resolution on the five-year plan for socio-economic development for the 2026–2030 period. Electronic voting results showed 491 out of 491 deputies present voted in favor.
Earlier, the National Assembly heard Phan Văn Mãi, a member of the Standing Committee of the National Assembly and Chair of the Economic and Financial Committee, present the draft Resolution.
Phan Văn Mãi, head of the National Assembly’s Economic and Financial Committee, presented the draft Resolution on the five-year plan for socio-economic development for 2026–2030.
The Resolution sets a general objective to develop rapidly and sustainably, aiming for an average annual GDP growth rate of 10% or more while maintaining macroeconomic stability, controlling inflation, and ensuring major balances. It also targets improving and elevating overall living standards.
By 2030, Vietnam aims to become a developing country with modern industry, achieve high middle-income status, and rank among the world’s top 30 economies by GDP size.
The plan seeks to establish modern and sustainable development institutions; develop synchronized infrastructure; enhance science, technology, innovation, digital transformation, and the quality of the workforce; develop Vietnamese culture and people; protect the environment and adapt to climate change; and ensure national defense and security. It also aims to raise Vietnam’s position and prestige on the international stage.
The Resolution outlines the following key targets for 2030:
The National Assembly passed the five-year plan with 100% of deputies present voting in favor.
The Resolution also sets out 11 groups of tasks and measures of focus, including: perfecting development institutions; transforming the growth model; promoting macroeconomic stability; developing science, technology, innovation and digital transformation; developing culture, education and human resources; building an integrated infrastructure system; ensuring social security; efficient management of resources and environmental protection; consolidating defense and security; expanding external relations; and reforming governance and implementation to create social consensus to achieve double-digit growth.
For implementation, the Resolution requires the Government, local authorities at all levels, and relevant agencies to develop term-based action plans and annual plans to implement the Resolution comprehensively and effectively. It states that the Government will focus on implementing tasks in 2026 and report to the National Assembly on mid-term results by the end of 2028, while proactively responding to emerging fluctuations.
Oversight will be carried out by the Standing Committee, National Assembly bodies, National Assembly Delegations and deputies. The Fatherland Front and socio-political organizations will supervise and mobilize people to participate.
The Resolution calls on compatriots nationwide and overseas Vietnamese to promote solidarity, self-reliance, patriotism, and emulation for national prosperity, and to successfully achieve the five-year socio-economic development goals for 2026–2030.
