On the morning of April 24, after twelve days of active, brisk, and serious work, the First Session of the 16th National Assembly completed all content and the program it set out. The closing session was attended by General Secretary and President Tô Lâm; former General Secretary Nông Đức Mạnh; former President of the State Lương Cường; Prime Minister Lê Minh Hưng; former Prime Ministers Nguyễn Tấn Dũng and Phạm Minh Chính; National Assembly Chairman Trần Thanh Mẫn; former Chairs of the National Assembly Nguyễn Sinh Hùng and Nguyễn Thị Kim Ngân; Politburo member and Standing Secretariat Trần Cẩm Tú; Politburo member, Central Committee Secretary and Chairman of the Vietnam Fatherland Front Bùi Thị Minh Hoài; along with other leaders and former leaders of the Party and State.
In his closing remarks, National Assembly Chairman Trần Thanh Mẫn said that immediately after the election of deputies to the 16th National Assembly and the People’s Councils at all levels for the 2026-2031 term, the First Session carried out many important tasks. These included streamlining the state apparatus, electing senior leadership positions in accordance with the Constitution and laws, and promptly codifying many guidelines and policies into law to implement the 14th Party Congress Resolution.
The session also decided on tasks for economic and social development, ensuring national defense, security and external affairs, including urgent matters.
The Chairman said the Parliament completed its weighty task by reviewing and approving the organizational structure and electing and approving 39 senior state officials. The National Assembly elected the President, the Chairman of the National Assembly, and the Prime Minister with confidence from the delegates.

Based on these contents, the National Assembly proposed measures to stabilize the macroeconomy, control inflation, ensure major economic balances, and generate momentum to drive growth from the first year of the term, contributing to the two-digit growth target.
The National Assembly decided to establish Đồng Nai city. It also included election and verification work, such as the National Election Council reporting the summary of the election of deputies to the 16th National Assembly and the People’s Councils for the 2026-2031 term, confirming the eligibility of National Assembly deputies, compiling and reporting voters’ and people’s petitions, and reviewing the results of monitoring the handling of petitions.
In addition, the session approved the National Assembly’s 2027 monitoring program and reviewed other important reports.
Building on the resolutions, the National Assembly urged the Government and related agencies, as well as localities, to promptly implement the laws and resolutions passed, issue necessary documents and guidelines, avoid legal gaps, and ensure Parliament’s decisions are effectively implemented in practice.
"The successful outcome of the First Session creates momentum, confidence, and new impetus for the entire term of the Parliament," affirmed National Assembly Chairman Trần Thanh Mẫn.
The Chairman noted that the country faces new opportunities and challenges and said the Parliament must continue to reform strongly, comprehensively, and substantively in its organization and operations. He also emphasized improving the quality of legislation, supreme supervision, and decisions on major national issues.
Deputies congratulated the success of the session and stated that the Parliament will continue to reform, with new confidence and momentum, to implement the Party’s 14th National Congress Resolution and achieve national goals of prosperity, civilization, and people’s happiness.
