On the morning of April 14, the Ministry of Home Affairs held the launch ceremony of the National Job Exchange (vieclam.gov.vn), the first nationwide digital platform designed to connect workers, employers, employment service organizations, and state management agencies.
As a project partner, Huynh Quang Liêm, Member of the Council of Members and General Director of VNPT Group, said the National Job Exchange aims to closely connect workers and employers in a digital environment.
The platform is built based on international models and is connected with multiple data systems of the Ministry of Home Affairs and the national population database of the Ministry of Public Security. The platform’s data is expected to meet requirements of being accurate, complete, clean, and up to date.
Liêm said the platform supports the implementation of Resolution 57 on digital transformation, particularly in promoting public services and citizen benefits in the digital environment. He described it as a national-order project that addresses large, unprecedented challenges through collaboration between government agencies and technology enterprises.
However, Liêm emphasized that the launch is only the beginning of experience for technology providers, enterprises, workers, and regulators. To ensure the system’s data is “clean, live, and trusted,” participation from all parties is required.
Nguyen Hai Minh, Vice Chairman of EuroCham in Vietnam, said Vietnam continues to strengthen its position as an attractive investment destination, including the importance of human resource quality. He noted that foreign companies still face difficulties in finding workers with suitable skills, especially in high-tech manufacturing, digital fields, and logistics.
Minh said the challenge is not only the number of workers but also the ability to meet job requirements immediately. He added that when companies need to expand production quickly, recruitment can be time-consuming and costly, and there remains a gap between training and actual needs. “Workers may be willing in numbers but not yet ready in skills. Therefore, enterprises must invest again and spend significant time on retraining.”
Ko Tae Yeon, President of KOCHAM (Korean Chamber of Commerce in Vietnam), said the launch is a major step with significance beyond a new system, marking an important starting point for Vietnam’s labor market and employment services to develop more methodically and efficiently.
From a business perspective, he said manpower affects manufacturing plans, quality, delivery timelines, and investment plans. The platform is expected to connect enterprises and job seekers more effectively, improving trust and overall market efficiency.
KOCHAM leadership suggested the platform should not stop at posting job advertisements. Instead, it should enable real connections through more detailed classifications, including industry, position, experience, skills, and working location, and strengthen information linking across regions to reflect differences in regional industry structure and staffing.
If reliable data—such as actual recruitment success rates, shortages by region, or labor migration trends—can be accumulated, the platform could support national policy making and improve labor market efficiency. Liêm noted that stable human resources cannot be solved quickly, but a well-functioning job market infrastructure can enhance both business sustainability and workers’ development opportunities.
KOCHAM’s chair urged that the system facilitate practical connections, not just postings, to improve matching outcomes.
