On the morning of April 20, during the first session of the 16th National Assembly, Parliament heard the government’s Tờ trình and appraisal report on establishing Đồng Nai as a centrally administered city. The proposal is assessed as having full political, legal, and practical basis, creating new development momentum for the Southeast region and the country.
The Minister of Internal Affairs stated that the establishment of Đồng Nai has a solid political basis. According to Document 1184-CV/VPTW dated March 23, 2026, the Politburo has agreed on the policy, directing relevant agencies to promptly complete the dossier and present it to the Central Committee and the National Assembly for consideration within 2026.
Moreover, Resolution 03-NQ/TW of the 2nd Session of the 14th Party Central Committee (March 25, 2026) also endorsed the policy to establish Đồng Nai as a centrally administered city, providing a firm political foundation for parliamentary review at this session.
The Southeast region’s master plan to 2030 envisions Đồng Nai as a centrally administered city, serving as a development engine for the region and closely linked with Ho Chi Minh City to form a modern urban–economic space.
The Minister of Internal Affairs said that, in the region’s development trajectory, Đồng Nai has leveraged its geographic location, historical heritage, national defense and security, culture, and social development potential to become one of the country’s leading economic-scale localities.
As a key hub connecting development corridors and the country’s largest economic center (Ho Chi Minh City) with the Central Highlands, the South-Central Coast, and the Mekong Delta—along with progressively modern transport, industrial, service, and logistics infrastructure—Đồng Nai is described as having the attributes of a large, multi-centre, multi-functional urban area with strong spillover effects across the South and the nation. The proposal also highlights the Long Thanh International Airport, which is under rapid construction.
The Ministry of Internal Affairs stated that, based on political, legal, and practical foundations, establishing Đồng Nai as a centrally administered city is necessary.
The Legal and Judicial Committees endorsed the necessity of the establishment on the basis of the current natural area and population size.
Đồng Nai would become Vietnam’s seventh centrally administered city. The proposal provides that the city be formed on the basis of the natural area of 12,737.18 km2 and a population of 4,491,408, with 95 district-level units (33 wards and 62 communes).
After establishment, the central city would retain its current natural area and population. The 95 district-level units would remain, with some new agencies created as required by Party regulations and law.
Parliament is expected to discuss the content in the chamber on April 22 and vote on April 23.
