The Ministry of Home Affairs has proposed that local authorities assess the implementation status of the current minimum wage and delineate the minimum wage regions. This will serve as a basis for the Government’s proposal on the new minimum wage level in the near future, in accordance with Article 91 of the Labor Code.
Localities are required to report the implementation status of the minimum wage and the region where the minimum wage is applied, as stipulated in Decree 293/2025/NĐ-CP issued by the Government. The review will include evaluating the advantages, difficulties, and limitations in implementing the decree and, based on the factors determining the minimum wage under Article 91 of the Labor Code, proposing recommendations for the minimum wage and any adjustments to the regions of application.
Where an adjustment to the region of application is proposed, the Department of Home Affairs will lead, in coordination with the management board of industrial zones, and exchange written information with the Provincial Federation of Labor, the provincial branch of the Vietnam Chamber of Commerce and Industry, professional associations, investors, and enterprises in the locality. The department will then synthesize and report to the Provincial People’s Committee for consideration and decision.
Regional minimum wage levels are set by region and announced by the Government based on recommendations of the National Salary Council. The adjustment objective is to ensure minimum living standards for workers and their families in line with socio-economic development.
Historically, regional minimum wages are typically adjusted on January 1 each year, while other adjustment times occur when there are unusual fluctuations. The most recent adjustment followed the National Salary Council’s advice to issue Decree 293/2025/NĐ-CP, which increased the regional minimum wage by 7.2%, effective January 1, 2026.
