The Đầm Hồng–National Highway 1A 2.5 Ring Road section completed technical handover on February 10, 2026. It had been scheduled for handover on April 15, but progress has been hindered by site clearance (GPMB) issues involving three entities/individuals across two wards.
On April 13, in an interview with Tiền Phong, a representative of Hoang Ha Construction Co., Ltd. (the investor of the Đầm Hồng–Quốc lộ 1A 2.5 Ring Road project) said that since March 31, the unit has completed 99% of the works. From April 1 to now, the focus has been on finishing paving sidewalk stones and planting trees to ensure synchronization along the entire route.
The investor expects that by April 15 the works will be completed and the entire route cleaned for handover to the Hanoi Project Management Board for traffic construction investments. However, three clearance points remain unresolved.
One point in Phuong Liệt ward, under HUD’s management, involves an area within the sidewalk that has not yet been cleared. The plan is for HUD and the People’s Committee of Phuong Liệt ward to sign the handover minutes on April 13, after which the ward will hand over to the investor to continue finishing.
In Định Công ward, two encroachment cases on the red line still need to be cleared. After multiple negotiation attempts failed, Định Công ward issued executive decisions and is expected to carry out compulsory clearance in the coming days.
The Đầm Hồng–National Highway 1A road project began in 2014. It covers a length of 1.6 km with total investment of about 1,317 billion VND under a BT (build–transfer) contract, originally scheduled for completion in 2017. The project experienced long delays due to site clearance issues and extensions to the BT contract.
At the end of May 2025, the investor held a restart ceremony. By February 10, 2026, the project had officially opened technically.
Facing remaining GPMB-related issues, the city administration has instructed Phuong Liệt and Định Công wards to accelerate resolution to ensure project progress.
Ring Road 2.5 is described as one of the city’s important traffic corridors, connecting southern and southwestern areas. As segments are completed and put into operation, the regional traffic system is expected to be strengthened, helping ease pressure on major arteries such as Giải Phóng and routes connected to National Highway 1A.
