Fuel prices have risen significantly, prompting many passenger transport operators in Hanoi and Ho Chi Minh City to raise ticket prices. To ease cost pressures on businesses and help stabilize travel expenses for residents, several localities have proposed allowing transport operators to suspend underutilized trips.
In a report to the Ministry of Construction, the Directorate of Roads of Vietnam—using data from 31 of 34 provincial Departments of Construction—said fluctuations in fuel prices have had a noticeable impact on passenger transport fares.
The Directorate noted that domestic gasoline and, especially, diesel prices have surged by 20–30%, forcing transport companies to absorb large additional costs. It added that fare adjustments are being implemented in line with relevant laws, including proper declarations and public announcements for passengers.
In Hanoi, two operators have announced price increases.
In Ho Chi Minh City, fare increases are more widespread: up to 38 out of 97 fixed-route operators have adjusted fares. Typical increases range from 5% to 36%.
Despite the broader adjustments, some large operators are still trying to restrain prices and have not yet changed passenger fares or freight charges during this period of heightened costs.
Facing mounting cost pressures, localities including Ha Tung, Son La, and Hung Yen have urged the Ministry of Construction to allow operators to suspend underutilized trips.
Some localities proposed that operators should not be penalized if they run less than 70% of registered trips in a month, citing Government Decree 158/2024. The proposal is intended to help firms reduce costs from unserved trips while supporting fare stability.
Representatives from several localities also urged the government to introduce more practical support packages, including reductions or exemptions of road maintenance fees, terminal and toll fees, and interest-free loan support. They said such measures would help transport operators lower input costs, contribute to fare stability, and still ensure essential mobility for residents.
