The investigation determined that, taking advantage of the pretense of being a loan officer at a bank, and due to debt and a need for funds, Vĩnh devised a fraud scheme. He provided false information claiming that he had many clients who needed money urgently to complete bank maturities, promising high interest and full repayment within a few days. To gain trust, initially Vĩnh borrowed small amounts and repaid the principal and interest very promptly. By mid-September 2025, he had mobilized funds from five victims totaling 20.4 billion VND. After receiving the money, the suspect did not fulfill the commitments and used all funds to pay personal debts and for spending, then fled the locality. The Can Tho City Police Investigation Department is continuing the investigation.
