On April 7, the Politburo issued Conclusion No. 20-KL/TW on the policy of establishing Quảng Ninh City under central authority, based on the province’s existing administrative boundaries, according to Quảng Ninh Newspaper.
After reviewing the proposal from the Quảng Ninh Provincial Party Committee, the Politburo agreed to the policy of establishing Quảng Ninh City under central authority on the basis of the province’s administrative boundaries.
The conclusion sets out development directions including building Quảng Ninh into a green, civilized, modern city with a strong identity. It also calls for restructuring development space to integrate urban, coastal, island, and border areas, along with heritage, into a complete ecosystem. The Politburo further emphasized shifting from dispersed spatial organization to an integrated, multi-centered, open and connected ecosystem.
The Politburo highlighted the need to expand growth space and drive growth through science, technology, and digital transformation. It also called for coordinated development across multiple economic areas, including the green economy, heritage economy, marine economy, border economy, night-time economy, and cultural industries.
In addition, the conclusion directs accelerating infrastructure development—roads and railways, airports, and ports—along with smart urban infrastructure to connect major urban centers.
The Politburo emphasized balanced development among communes and wards, environmental protection, and preservation of cultural identity. It also called for strengthening institutional reform and governance innovation, building a development-friendly, integrity-driven administration with discipline, order, and effective operation, and raising living standards.
The Politburo directed the Party Committees of the National Assembly and Government to lead and instruct relevant ministries and agencies to work with Quảng Ninh to complete dossiers and procedures as required. It also set a timeline for reporting to the Party Central Committee and submitting to the National Assembly for consideration and decision within 2026.
In 2025, Quảng Ninh’s economy recorded GRDP growth of 11.89%, the highest rate in the country. The economy reached over 368,445 billion dong, while tax revenue exceeded estimates, at over 82,000 billion dong. Tourism rebounded strongly, with 21.28 million visitors, reinforcing Quảng Ninh’s position as a high-growth center in the North.
Separately, the Party Central Committee and the Politburo considered and approved the policy and procedures for formulating a plan to establish Dong Nai City under central authority, in line with the Law on Organization of Local Government and Resolution 112/2025/UBTVQH15.
The National Assembly’s Committees on Legal Affairs and Judicial Affairs supported the necessity of establishing 10 wards and Dong Nai City under central authority based on the current natural area and population of the involved administrative units. The examining bodies also proposed that the resolutions take effect from April 30, reflecting the will and determination of the Dong Nai provincial Party Committee and government.
