The National Assembly has approved a resolution designating November 24 each year as Vietnam Culture Day, introducing paid leave entitlements for workers. The measure also provides for fee exemptions or reductions for visits to public cultural and sports facilities, as decided by competent state authorities.
Under the resolution, people will be exempted from or offered reduced fees for visits to public cultural and sports facilities on Vietnam Culture Day, based on decisions by competent state authorities. The public—especially youths and children—will be encouraged to participate in cultural activities during major national holidays.
The resolution takes effect on July 1, 2026. The Government will implement the measure immediately and will amend the Labor Code to ensure consistency. The amended Labor Code will be submitted to the National Assembly for consideration at its second session of the 16th tenure, scheduled for October 2026.
On cultural development funding, the State will ensure at least 2% of total annual State budget expenditure is allocated to culture. The resolution also encourages mobilization of social resources for cultural development.
As a result of the new designation, the total number of paid holidays increases from 11 to 12 days. Vietnam Culture Day on November 24 will be added to the existing paid holidays, which include:
