Lieutenant Colonel Ho Thi Lanh, Deputy Head of the Public Administrative Management for Social Order (PC06) of the Ho Chi Minh City Police, updated residents at a press conference on the socio-economic situation on 23/04 on the implementation of Plan 06 and Resolution 57-NQ/TW. The updates focused on accelerating the issuance of identity documents for special populations and improving mobile SIM verification.
Ho Chi Minh City Police said the policy to issue personal documents for special populations—such as the homeless, the mentally ill, and children in welfare facilities—is a humane initiative that has been welcomed by the public. The police have coordinated with the Department of Justice and local authorities to implement the policy effectively.
According to the city’s review, there are currently more than 3,000 individuals in the special population category who do not yet have complete identity documents. After more than 20 days of implementation, authorities have issued over 1,100 identity cards and completed more than 1,300 birth certificates for these cases.
In anticipation of the April 30 holidays, Ho Chi Minh City aims to complete issuing identity cards for nearly 1,300 remaining cases. “This is very challenging work requiring coordination across many departments,” Lt. Col. Lanh said.
For residents who lack identity documents, the city advised contacting the local police or ward/commune police where they reside, or calling the hotline 0693.187.111 for assistance. For complex cases—such as people with mental illness or those lacking any documents—authorities will coordinate verification and review regulations to identify appropriate solutions.
The city also said it is focusing on issuing electronic identities for students and children. For students born in 2008 and 2011 who are preparing for important exams, the city will deploy up to 59 identity card collection points to ensure documents are ready for the 2026 graduation exams.
For children aged 6 to under 14, electronic identity registration level 2 will be accelerated. The registered phone numbers will be those of parents or legal guardians.
On mobile SIM verification, PC06 leadership noted that the initial deployment faced heavy traffic at service points. The city is coordinating with major carriers to cross-check data with the National Population Database, clean subscriber information, remove junk SIMs, and protect citizens’ assets and reputations.
From now until June 15, Ho Chi Minh City will continue working with relevant units to intensify outreach and assist citizens in completing procedures. The city described the policy as one with direct life impact and encouraged residents to schedule time to follow official guidance.
