On April 16, sources said the Bac Ninh Police Investigation Bureau, in cooperation with Hanoi Police, executed arrest warrants to detain Nguyen Thi Tuyet Hong (born 1960, Vice-Chair of the Bac Ninh University Council) and Dao Thi Bich Thuy (born 1958, residing in Hanoi) for investigation of the offense of “Seizure of the official seal” under Article 342 of the Penal Code. Searches were also carried out at the suspects’ homes and workplaces at Bac Ninh University.
The case is linked to a series of violations in the management and use of the university seal. Based on appellate decision No. 16/2025 of the Hanoi High Court and a document from the Ministry of Education and Training, Nguyen Van Hoa, the principal and legal representative, is the person authorized to manage and use the university seal in accordance with regulations.
Meanwhile, Ms. Nguyen Thi Tuyet Hong, Vice-Chair of the Council, had no authority but allegedly still directly directed the management and use of the seal in violation of regulations, and did not comply with requests to surrender the seal.
On December 15, 2025, the Police Department for Administrative Management of Social Order (PC06) of Bac Ninh Province Police issued a decision to cancel the seal (wet seal) of Bac Ninh University effective from December 16, 2025. The seal had previously been registered on March 27, 2012.
On December 29, 2025, PC06 issued a new registration certificate for the university seal. The new seal became effective from December 30, 2025, to end improper use and ensure legal validity in the unit’s operations.
Authorities noted that, despite repeated requests to surrender the canceled seal—including notices issued for the third time—the individuals involved did not fully comply. Police conducted direct meetings and on-site checks, and reported finding storage and use of the seal without proper authority, creating significant legal risks.
Bac Ninh Police emphasized that any organization or individual continuing to use the canceled seal will be prosecuted. The case is currently under investigation by Bac Ninh Police to clarify relevant matters and proceed according to the law.
