The Ministry of Health has approved a plan to deploy electronic medical records across health facilities nationwide for the 2026–2030 period. By 2030, electronic medical records will be deployed at 100% of health facilities, and paper medical records will no longer be used.
Electronic medical records are described as a core component of smart hospitals and digital hospitals. The plan states that they will support improved management, care, and public health by advancing the use of electronic medical records and the electronic health book to a more advanced, practical, and efficient level.
The deployment is intended to ensure seamless connectivity and lifecycle management of citizens’ health data across all facilities nationwide. It also aims to simplify administrative procedures for patients when seeking care at health facilities.
The Ministry of Health requires that electronic medical records be treated as a central, important, and core task at health facilities. The head of each unit is assigned direct responsibility and is required to prioritize resources and decisively implement the work to achieve high-quality completion, in line with directions of the Politburo and the Government and the Ministry of Health, including Resolution 72-NQ/TW, Decree 06/CP, and Circular 13/2025/TT-BYT.
Implementation must be substantive, delivering tangible benefits by raising productivity and improving the quality of medical examination and treatment, while also bringing practical benefits to patients, the public, and health facilities.
The plan also emphasizes ensuring information security, cybersecurity, and data privacy in accordance with the law.
The Ministry of Health assigns responsibilities to relevant departments to oversee and lead specialized tasks related to implementing electronic medical records.
It further states that, based on provisions or guidance from the Ministry of Health and other ministries and local authorities, annual reviews, updates, and supplements to local plans for implementing electronic medical records should be carried out at localities or at units under management.
The plan’s objective is to ensure nationwide deployment of electronic medical records and the discontinuation of paper records, with the plan maintained and updated annually.
Provincial health departments are responsible for advising and reporting to provincial or city people’s committees to prioritize resources and ensure annual completion of implementing electronic medical records at health facilities under their management.
