Phase 1 of the Biên Hòa–Vũng Tàu expressway project covers nearly 54 km, running through the urban areas of Đồng Nai and Ho Chi Minh City. The segment starts at Km0+000, connecting with the belt route to National Highway 1A (Vo Nguyên Giáp Street) in Phước Tân Ward, Đồng Nai City, and ends at Km53+700, where it intersects National Highway 56 in Tam Long Ward, Ho Chi Minh City.
The project is designed for 4 to 6 lanes and passes through five wards: Phước Tân, Tam Phước, Bình An, Long Thành and An Phước.
In terms of connectivity, the terminus of Component 1 links to Component 2 at the junction with the Biên Hòa–Vũng Tàu expressway and the Ho Chi Minh City–Long Thành–Dầu Giây expressway.
The initial investment for Phase 1 was nearly 18,000 billion dong, funded from public sources. Subsequently, for various reasons, the National Assembly approved an increase in funding to more than 22,000 billion dong.
Component 2 in Đồng Nai Province and Component 3 through Ho Chi Minh City were opened by late April 2026.
The route is expected to include about 6 km of noise barriers in densely populated areas, as workers install noise walls along the highway.
