The Government’s Standing Deputy Prime Minister expressed high appreciation for the Ministry of Construction and the aviation sector for their important contributions to the country’s socio-economic development. The aviation industry, the notice said, is a driver of growth, international integration, and the expansion of development space, while promoting tourism, trade, services, and attracting domestic and foreign investment.
The Standing Deputy Prime Minister supported studying the expansion and development of the airport system, prioritizing the mobilization of resources to invest in additional airports to serve economic and social development and facilitate people and enterprises.
At the same time, the notice emphasized that airport planning and investment must be thoroughly considered, holistically coordinated with other transport modes, and designed to ensure feasibility, security, safe operation, and stability with a long-term vision. It also called for alignment with the national master plan, regional planning, and provincial planning.
In addition, the notice stated that financial viability and economic-social impacts must be carefully calculated, with “absolutely no loss or waste of resources” during implementation.
The planning review is required to be completed in the second quarter of 2026.
The notice cited the conclusions of Conclusion 18-KL/TW from the Second Central Conference and Government Resolution 109/NQ-CP dated 16 April 2026, which issued the Government’s Action Program to implement Conclusion 18-KL/TW. It tasked ministries, sectors, and localities to “prepare, adjust, and approve planning within the system planning to ensure coherence with two-digit growth targets.”
Accordingly, the Standing Deputy Prime Minister requested the Ministry of Construction to comprehensively review the content and outline adjustments to the national airport system planning. The Ministry was asked to strictly implement central and government directives and accelerate the preparation and adjustment of overall aviation sector plans for approval by the appropriate authorities or submission for approval by the competent level, ensuring both progress and quality, with completion in Q2 2026.
The notice also stated that provincial People’s Committees and related authorities are responsible for closely coordinating with the Ministry of Construction during the preparation, submission, and approval of related plans to ensure progress and quality.
The Standing Deputy Prime Minister noted that the adjusted nationwide airport system planning for the 2021–2030 period, with a vision to 2050, has significant implications for socio-economic development as well as national defense and security. The notice therefore requested the Politburo to seek opinions on the revised planning content before approval, in accordance with Regulation 01-QC/TW dated 8 April 2026 by the Party Central Committee.
