At the morning briefing on April tasks and the main tasks for May held on May 8, 2026, Chinh Van Hoang, Chief of the Office of the Ministry of Construction, said that by the end of April 2026, the country had put into operation an additional 254 km of newly built expressways, including the entire Quang Ngai – Hoai Nhon (88 km), Hoai Nhon – Quy Nhon (70 km), 54 km of Quy Nhon – Chi Thanh, 24 km of Chi Thanh – Van Phong, and 18 km of Component 2 of the Bien Hoa – Vung Tau expressway. It also completed an additional 73 km of the Hau Giang – Ca Mau route and started construction of the Ninh Cuong bridge. However, the Ministry of Construction said 11 road projects and ITS (intelligent transportation systems), toll stations, and vehicle-weight checks still do not meet the planned progress, mainly due to slow land clearance and rising
fuel prices that have caused many contractors to slow down.
Regarding toll operations, from March 2 to April 30, 2026, toll collection at five public-investment North-South expressway component projects recorded more than 6 million vehicle passages, collecting over VND 590 billion sent to the state budget. The ministry said on-site inspections were conducted and existing issues identified during operation were addressed.
In the railway sector, key projects continued to be implemented. The Lao Cai – Hanoi – Hai Phong railway project completed the overall appraisal of the feasibility study report as of April 10, 2026. For the North–South high-speed railway project, the consultant is finalizing tasks and cost estimates for the package to prepare the feasibility study report. The Ministry has also completed the mid-term planning report for the Hanoi – Dong Dang and Hai Phong – Ha Long – Mong Cai routes.
On public investment disbursement, for 2026 the Ministry of Construction was allocated a capital plan of more than VND 133.843 trillion. However, the ministry proposed reallocating more than VND 55 trillion to localities to support land clearance for the North–South high-speed railway project, resulting in a revised disbursement plan of about VND 54.075 trillion.
As of the end of April 2026, the ministry had disbursed about VND 6.076 trillion, or 11.23% of the revised plan. The ministry's leadership attributed the low disbursement rate to a large portion of funds being devoted to two major railway projects, primarily for land clearance, along with price volatility of fuel, shortages of construction materials, and lengthy ODA procedures.
At the conclusion of the conference, Minister Tran Hong Minh asked project owners to accelerate construction progress, strengthen on-site management, promptly settle payments according to regulations, and avoid delays in public investment disbursement. After commissioning, the expressways must connect in a synchronized manner with the common toll system in line with National Assembly resolutions.
In May, the ministry said it would focus on pruning administrative procedures, completing the building standards system, prioritizing new areas such as urban rail and high-speed rail, and continue accelerating investment preparation for key infrastructure projects.
