From 00:00 on April 16, diesel price falls by 1,920 dong per liter, while RON 95-III gasoline increases by 220 dong per liter. At the morning session on April 16, global two main crude benchmarks continued to slip by another 0.3%. Brent crude is trading at 94.6 USD per barrel, while U.S. WTI crude is at 90.9 USD. The decline comes as investors expect the United States and Iran to reach a peace agreement. Domestically, following adjustments by the Ministry of Industry and Trade and the Ministry of Finance from 0:00 on April 16, RON 95-III gasoline (the market’s most common type) rose by 220 dong to 23,760 dong per liter. Similarly, E5 RON 92 increased by 250 dong, to 22,590 dong. Conversely, other fuel products declined by 1,920–2,280 dong per liter depending on type compared with the prior pricing period. Specifically, per-liter diesel and mazut prices are 31,040 dong and 20,330 dong respectively. In this pricing period, the inter-ministerial group continues to allocate the Price Stabilization Fund for fuels, specifically diesel 400 dong and gasoline and mazut 800 dong per liter or kilogram. Prices changes are as follows: - Gasoline RON 95-III: 23,760 dong, +220 - Gasoline E5 RON 92: 22,590 dong, +250 - Diesel: 31,040 dong, −1,920 - Mazut: 20,330 dong, −2,280 Unit: dong per liter or per kilogram, as applicable. According to a National Assembly resolution, from 16 April to 30 June environmental tax on gasoline (excluding ethanol), diesel, aviation fuel, kerosene and mazut is set to 0 dong. Special consumption tax on gasoline types is also reduced to 0%. Gasoline, diesel and aviation fuel are not required to declare or pay VAT, but input VAT remains deductible. According to data from the Ministry of Industry and Trade, in the base price structure of gasoline and diesel, VAT accounts for about 7.4%; environmental tax for 2.7–6%; and excise tax for 6.7%. Therefore, reducing all these taxes to zero through the end of June is a measure to help achieve this year’s economic and inflation targets. The Government has said that zeroing environmental tax on gasoline (excluding ethanol), diesel, aviation fuel, kerosene and mazut is a "special fiscal measure applied in a special context" to ease the impact of energy price volatility and support macroeconomic stability and social security. The Middle East conflict has a major impact on the global energy market, including Vietnam, with fuel prices rising sharply. In addition to zeroing taxes, the Government has taken steps to manage fuel prices to support people and businesses, such as using the price stabilization fund and drawing 8 trillion dong from the budget to advance to this fund...
