The Chairman of the Dong Nai Provincial People’s Committee, Nguyen Van Ut, has directed relevant agencies and localities to urgently address five projects and works that have been under violations for many years. In a written directive, the chairman requested implementation of conclusions from the Provincial Party Standing Committee, including measures to handle the projects in accordance with regulations.
The provincial authorities identified the following five projects and works:
The provincial People’s Committee assigns the Department of Finance to lead, in coordination with the Provincial Inspectorate, the Department of Agriculture and Environment, the Department of Construction, and related units. The task is to review conclusions from the Party Central Inspection Committee, the Government, the Government Inspectorate, and guidance from central agencies, in order to propose remedial measures and options to remove project impediments in line with regulations.
For the Eros Palace project, the investor constructed three structures without permits. The investor has voluntarily demolished two structures; one structure remains.
For the industrial cluster exceeding 72 hectares in Phuoc Tan ward, the Phuoc Tan Ward People’s Committee will promptly relocate the remaining four enterprises. The provincial Department of Construction is tasked with leading, together with the provincial Police, the Phuoc Tan Ward People’s Committee, and relevant units, to review the dossiers of violators and handle cases according to regulations.
For Garden Xoai Ecotourism Park, the provincial People’s Committee assigns the Department of Agriculture and Environment to continue monitoring and urging Garden Xoai Ecotourism Park Co., Ltd. to relocate according to the timeline. The Department of Construction is also required to continue leading, with consulting units, to promptly complete the master plan adjustment for Bien Hoa’s overall urban planning as required.
Authorities reported numerous illegal constructions at Garden Xoai. The provincial authorities imposed an administrative fine exceeding 1.5 billion dong and required payment of more than 154 billion dong in illegal gains during operations.
For the riverfront urban project, Tran Bien ward authorities are to accelerate the preparation, appraisal, and approval of the 1/500 detailed planning in May, in accordance with regulations.
Regarding the river-lining project, in December 2025 the Dong Nai provincial government issued a decision to rescind the investment approval granted on 21 July 2014 for the riverfront development project led by Toan Thinh Phat Construction and Investment Joint Stock Company. The rescission was made because the project had run out of investment momentum and had other shortcomings in site agreements, master planning, and the environmental impact assessment, raising public concern and social impact considerations.
The Dong Nai People’s Committee stated that the project had exhausted its investment schedule and also showed deficiencies in site clearance, master planning, and environmental impact assessment, among other issues.
