Deputy Prime Minister Pham Gia Tuc signed Directive No. 30/CĐ-TTg dated 15 April 2026 from the Prime Minister on strengthening transport operations and ensuring traffic order and safety during the Hung Kings Memorial Day holiday and the 30 April–1 May holiday in 2026.
The directive says holiday traffic volume is forecast to rise, creating heavy pressure on the transport system and increasing risks of congestion and traffic accidents. It also notes that the fuel market remains volatile, which can directly affect transport businesses.
The Prime Minister requires ministries, sectors, and localities to focus on ensuring sufficient vehicles to meet travel demand, especially passenger transport at railway stations, airports, ports, bus stations, and ferries. Authorities are instructed not to allow passengers to be left without transport due to operators cutting trips.
The directive calls for strict action against exploitation of peak periods to pressure customers or raise prices in violation of regulations.
The Ministry of Public Security is tasked with directing enforcement agencies to increase patrols and checks, and to punish violations that are major causes of traffic accidents. It also must promptly prevent illegal racing and gatherings that disrupt public order.
For the Ministry of Construction, the Prime Minister directs internal units and local construction departments to tightly manage transport activities, develop plans to increase transport capacity in line with actual demand, and monitor transport costs effectively amid fuel price volatility.
Authorities must strengthen inspections and strictly handle violations in transport business activities, especially contracting vehicles, fixed-route passenger vehicles, maritime transport to islands, and operations at major transport hubs.
The directive requires strict enforcement of price declarations and postings for transport fares and train/bus tickets. It also states that cases of using fuel price increases to justify unreasonable fare hikes will be punished.
The Prime Minister also calls for a review of all transport infrastructure and timely additions of signage, convex mirrors, and guiding signs in mountainous or low-visibility areas.
Authorities are required to develop traffic routing plans to prevent prolonged congestion on main routes into Hanoi and Ho Chi Minh City, including at railway stations, airports, bus terminals, docks, and festival venues.
The Ministry of Health is responsible for ensuring medical emergency capacity at key transport corridors and high-traffic areas. It must coordinate checks on food safety and disease prevention on transport vehicles and service areas.
The directive requires ministries, agencies, and localities to publish hotline numbers to promptly receive public feedback during the holiday. It also instructs authorities to assign 24/7 duty forces and implement daily reporting to the Ministry of Construction for consolidation and reporting to the Prime Minister.
