Following heavy rains and storms in 2025 that caused significant damage in many rural areas of Ha Tinh, the province decided to allocate more than 671.2 billion VND to support production recovery. The funding is intended to help residents stabilize their livelihoods, restore farmland, and rebuild after the disaster.
Under a decision issued by the Ha Tinh Provincial People’s Committee, the total support for restoring production in disaster-affected areas in 2025 is 671,212,000,000 VND. The resource will be allocated to communes and wards to implement support in line with government and provincial council regulations.
The support focuses on localities affected by Typhoon No. 5, Typhoon No. 6, Typhoon No. 10, and several other rainstorms and extreme weather events that occurred during the past year. The disasters caused substantial damage to rice fields, crops, aquaculture ponds, and agricultural production infrastructure, directly affecting local livelihoods.
To ensure aid reaches intended recipients, the Ha Tinh Provincial People’s Committee requires localities to organize reviews, appraisals, and approvals of support lists for every household, organization, and individual affected. Damage assessments must be accurate, with measures to avoid duplication in area, value, and beneficiaries.
Policies and aid levels must be publicly announced locally and through mass media so residents can monitor and supervise. Before disbursement, communes and wards are responsible for promptly receiving and addressing feedback or grievances.
The Ha Tinh People’s Committee also requires that the management, use, and final settlement of the funds comply with the State Budget Law, ensuring timely, transparent, and appropriate deployment of support.
During implementation, the Finance Department leads the advisory process on fund allocation and coordinates with the State Treasury in Region XII to disburse funds to localities. The Department of Agriculture and Rural Development and the Department of Environment are responsible for monitoring, aggregating results, and reporting as required.
The State Treasury in Region XII will coordinate reviewing and confirming data to ensure disbursement procedures comply with regulations and proceed promptly to support production recovery.
Commune and ward People’s Committees must bear full responsibility before the law and the provincial People’s Committee for determining damages, reporting data, appraising dossiers, and disbursing the aid to residents.
In 2025, Ha Tinh was among the localities heavily affected by natural disasters in Vietnam’s North-Central region. Heavy rains and prolonged flooding damaged agricultural production and significantly affected life in rural areas.
