On May 9, 2026, the Ha Tinh Provincial Police's Investigation Security Agency issued a decision to prosecute a criminal case and indict the defendants for the offense of 'Falsifying documents of agencies or organizations; Using fraudulent documents of agencies or organizations' as defined in Article 341 of the Penal Code. The defendants indicted for these acts are: Le Dang Lieu (born 1985, Director of Hathaco Joint Stock Company); Le Van Hung (born 1983, Head of Laboratory); Bui Dinh Dung (born 1988, Laboratory technician); Le Manh Hung (born 1981, Construction site superintendent); Nguyen Van An (born 1994, Supervisory consultant); Nguyen Duy Manh (born 1987). Previously, during intelligence gathering, the Economic Security Police Department of Ha Tinh Province Police detected signs of violations at several construction projects in the province related to falsifying test results of construction materials to regularize quality-management documentation and project settlement. This area directly affects the technical aspects, construction safety quality, use of investment capital, and state management in construction. Following these developments, the Ha Tinh Police leadership directed Economic Security and Investigation Security units to concentrate forces and implement coordinated professional measures to review, verify, collect documents and evidence, and question involved individuals for questioning. Through investigation and verification, the Ha Tinh Police Investigation Agency clarified violations related to falsifying construction-material test results at numerous projects across Ha Tinh province, including the LAS-XD 909 Laboratory, under Hathaco Joint Stock Company, and related organizations, units, and individuals involved. Initial investigative results indicate that the defendants conspired to falsify thousands of laboratory reports of construction-material tests for many projects across Ha Tinh province. The Investigation Agency is currently expanding the inquiry, comprehensively reviewing related projects, clarifying the roles and responsibilities of each organization and individual, and strictly handling those involved as provided by law.
