On the morning of May 11, Quyết Thắng Commune People’s Committee in Haiphong City held an inauguration ceremony for the upgraded and renovated Commune Public Service Center.
The project was completed according to design, met technical quality requirements, and shortened the schedule compared with the original plan, while optimizing the center’s functionality on the existing facility.
The operation of the center is described as having special significance as Quyết Thắng Commune has recently been reorganized into a 2nd-level administrative unit with a large scale.
Local leaders said that while workloads across fields such as land, construction, site clearance, and social security have risen sharply, the locality has maintained strong unity and a smooth operating apparatus.
Administrative reform efforts have shown clear outcomes. From July 1, 2025 to May 6, 2026, the center received and resolved 19,405 dossiers. Nearly 100% of dossiers were processed before the deadline, and 97% were submitted online.
According to the ceremony remarks, these results reflect efforts to strengthen digital transformation in handling administrative procedures, while also helping reduce travel time, save costs, and make public services easier for residents and enterprises to access.
Speaking at the inauguration, Mr. Đặng Văn Khởi, Chairman of Quyết Thắng Commune People’s Committee, highlighted the importance of the upgraded center in supporting service delivery.
Vice Chairman Vu Tien Phung of Haiphong City People’s Committee praised the achievements of the Party committee, government, and people of Quyết Thắng. He said accelerating administrative reform at the grassroots level is key to reinforcing public trust.
He also urged Quyết Thắng to lead not only in administrative procedures but to aim to be a model for modern governance, building a friendly government and improving residents’ quality of life.
Beyond administrative-serving facilities, Haiphong plans to commence the Cat Bi Victory Monument project in the area of Cat Bi International Airport. Two road projects connecting National Highways 5 and 10 in the Vinh Bao and Kiến An areas will also start.
The city will also launch the investment project for building the Cao tốc Ninh Bình - Hải Phòng (CT.08) expressway segment through Haiphong and 9km in the former Thai Binh province (now Hung Yen), including the Văn Úc 2 bridge at Kiến Hải commune. The project is described as strategic infrastructure intended to expand inter-regional connectivity and spur economic development in the Northern coastal region.
In urban development and social welfare, Haiphong will start a social housing project in the Cam Điền - Lương Điền residential area in Mao Điền commune, aimed at meeting housing needs for workers and low-income earners.

In addition, the city will build, operate, and manage the technical infrastructure of the mechanical and foundry craft village cluster in Thủy Nguyên ward and Le Idea Mộc ward. These projects are expected to create additional industrial development space, attract new capital, and expand the city’s economic footprint as a port city.
