Hai Phong City People’s Committee (UBND) has submitted to the city’s People’s Council a resolution to suspend the investment policy for the project 'Centralized Administrative Complex of the former Hai Duong Province' with a total investment of 1,550 billion dong. The project for the construction of the Centralized Administrative Complex of the former Hai Duong Province was decided by the Hai Duong Provincial People’s Council (old) to have an investment policy, with a total investment of 1,550 billion dong from the old Hai Duong provincial budget, to be implemented from 2024 to 2029. The project comprises seven to nine-story blocks, with a total constructed floor area of more than 26,100 square meters, and would host offices for the Provincial Party Committee, the People’s Council, the National Assembly Delegation, the People’s Committee, the Fatherland Front, other political-social organizations, various departments, and the central public administration service center and citizen reception in the former Hai Duong province (old). The architectural design competition for the centralized administrative complex of the former Hai Duong Province had been completed and was approved by the Hai Duong Provincial People’s Committee (old). In July 2024, the Hai Duong Project Management Board approved the duties for survey construction, cost estimates and the implementation timeline for some tasks in the feasibility study phase. The investor had organized the bidding for six packages. However, on April 28, 2025, the Hai Duong Provincial People’s Council (old) decided to pause under Resolution No. 14, and the Hai Duong Provincial People’s Committee (old) had decided to pause the implementation of public investment projects as part of the plan to reorganize the apparatus. Subsequently, the investor directed the consultancy unit to pause the remaining project work. At that time, the project had disbursed over 4.1 billion dong. After the merger on July 1, 2025, the ministries and agencies were relocated to the new Political–Administrative Center in Thủy Nguyên ward and the offices in the city center. Therefore, halting the project is necessary.
