On April 12, 2026, Haiphong City People’s Committee said it is asking the City Council to approve an extension of the Hai Duong Dynamic Urban Development Project (formerly) until the end of 2026. The extension is intended to complete remaining items and disburse unused IDA funds.
According to Haiphong’s People’s Committee, the project was approved by the Hai Duong Province People’s Committee (now Haiphong City) with total investment of 78,870,419 USD (equivalent to more than 1,774 billion VND). Of this, 59,118,507 USD (more than 1,330 billion VND) comes from IDA funds from the World Bank, while counterpart funding totals 19,751,912 USD (approximately more than 444 billion VND).
The project aims to strengthen urban management, improve the drainage system and environmental sanitation, and enhance transport infrastructure connectivity, creating an economic-social development impulse for Hai Duong City. It includes two main components: Component A to build and upgrade urban technical infrastructure in 14 wards, and Component B for technical support and implementation support.
The project has been implemented from 2019 to June 30, 2025. As of June 30, 2025, Haiphong’s People’s Committee said that nine construction packages under Component A have basically been completed, including:
However, the committee noted that some components of the wastewater treatment plant have slow progress and have not yet been accepted.
Haiphong’s People’s Committee said that for the three consulting packages funded by loans and the two technical support packages under Component 2, there are still outstanding issues to be addressed.
Specifically, the construction supervision and contract management package must be extended due to delays in package HD-PW-05 (construction of the wastewater treatment plant and equipment). In addition, package HD-CS-02 (independent environmental supervision and resettlement supervision) and other counterpart packages—such as construction insurance and completion audits—are still underway.
Regarding central budget planning for 2025, Haiphong’s People’s Committee said that the plan allocated more than 111 billion VND in IDA funds. By January 31, 2026, only more than 60 billion VND had been disbursed, leaving 51.1 billion VND unreleased.
Given the remaining construction and supervision tasks, along with the incomplete disbursement of central government funds, Haiphong City’s People’s Committee has proposed to the City Council to extend both the project duration and the disbursement period for central government funds through the end of 2026.
