The National Assembly reviewed and approved the draft resolution to establish Đồng Nai City as a centrally administered city during the second part of the first session.
Continuing the program of the first session, on the morning of 12 April, with 457 of 457 delegates voting in favor, the National Assembly approved changes to the program for the second part of the first session (April 20–23).
The National Assembly approved adjustments to the first session’s program. Accordingly, it added four items for consideration and approval:
The National Assembly adjusted the timing of related contents to fit and allocated additional items into sessions that still had reserve time. It will also work an extra half day, expected to adjourn on the afternoon of 23 April.
Earlier, at the second plenary session (10 April), the Legal and Judicial Committee of the National Assembly considered the Government’s report on the proposal to establish 10 wards in Đồng Nai province and the proposal to establish Đồng Nai City as a centrally administered city.
The Government proposed establishing 10 wards—Long Thành, Nhơn Trạch, Trảng Bom, Xuân Lộc, Dầu Giây, Tân Phú, Trị An, Đồng Phú, Tân Khai and Lộc Ninh—based on the current natural area and population of the ten communes with the same names.
Simultaneously, the establishment of Đồng Nai City under central administration would be based on the entire natural area of 12,737.18 km² and a population of 4,491,408 people of Đồng Nai province.

According to the Government’s assessment, establishing the 10 wards is a necessary condition to complete the standards for establishing a centrally administered city.
The Government noted that the 10 communes proposed to become wards all meet 5/5 ward standards. For Đồng Nai City under central administration, the locality has met 5/7 standards and will complete the remaining two standards after the Standing Committee of the National Assembly reviews and provides opinions.
At the second meeting of the 14th Party Central Committee, the establishment of Đồng Nai City under central administration was approved in principle.
The Central Committee directed the Politburo to guide the Government to finalize the proposal and documents as required for presentation at the first session of the 16th National Assembly for consideration and decision.
