Hanoi has submitted an important proposal to the Pacific Construction Group (China) regarding the Văn Cao – Hòa Lạc metro line, a project with total investment of 72.3 trillion dong.
On the afternoon of April 9, a Memorandum of Understanding on cooperation was signed between the Hanoi Department of Construction and the Pacific Construction Group (China), according to the Hanoi portal.
Standing Vice Chairman of the Hanoi People’s Committee, Mr. Duong Duc Tuan, said the city is entering a new development phase with very high requirements for institutional reform, coordinated planning, and infrastructure investment.
Hanoi defines urban technical infrastructure, transport infrastructure, and underground space as breakthrough steps to provide a foundation for rapid and sustainable growth. The city’s stance is to encourage capable, experienced investors to participate in strategic infrastructure sectors while ensuring cooperation delivers efficiency, transparency, compliance with laws, and is linked with technology transfer and enhancement of domestic capacity.
At the signing ceremony, Mr. Duong Duc Tuan urged the Pacific Construction Group to accelerate the Văn Cao – Hòa Lạc metro project.
Mr. Duong Duc Tuan noted that the Pacific Construction Group is a capable partner with international experience and has been involved in several major infrastructure projects in Hanoi, including the Tu Liên Bridge, Ngọc Hồi Bridge, and Metro Line 5 Văn Cao – Hòa Lạc, which are described as strategically significant for urban space development and Hanoi’s transport system.
Metro Line 5 Văn Cao – Ngọc Khánh – Láng – Hòa Lạc began construction on December 19, 2025. As part of the ceremony, 234 major projects nationwide were inaugurated.
The project has a total investment of 72.3 trillion dong and a total length of about 39.58 km, including 20 stations: 6 underground, 13 at-grade, and 1 elevated.
According to the description provided, the line starts at the Văn Cao intersection with Hoàng Hoa Thám, runs underground under Văn Cao, Liễu Giai, Nguyễn Chí Thanh, and Trần Duy Hưng. After passing the National Convention Center, the line continues on the ground along the median of Thăng Long Avenue and the Hoa Lạc – Hoa Bình expressway to the end of the line.
The project ends at S20 station (Hoa Lạc and Yên Xuân communes), with potential to extend to the Village of Vietnamese Ethnic Cultures (Yen Bai commune) to connect with the Hanoi – Phú Thọ interregional rail line in the future if needed.
The route passes through wards: Tây Hồ, Ngọc Hà, Giảng Võ, Láng, Yên Hòa, Từ Liêm, Đại Mỗ, Tây Mỗ, Xuân Phương; and communes: Sơn Đồng, Dương Hòa, An Khánh, Quốc Oai, Kiều Phú, Tây Phương, Hạ Bằng, Yên Xuân, and Hòa Lạc in Hanoi.
The consortium is led by Pacific Construction Group, together with Shenzhen Materials Trading Group, Shenzhen Urban Design and Planning Institute, Shenzhen Metro Design & Investment Co., Truong Son Construction, and Vietnam Railways.
Representing city leadership, Mr. Tuan acknowledged and praised positive cooperation between Hanoi agencies and the Group, saying it has helped form a practical and concrete cooperation framework.
He urged the Group to continue focusing resources, organize construction scientifically, shorten timelines, and ensure quality, technical standards, and safety—especially for Metro Line 5 Văn Cao – Hòa Lạc, where he called for decisive deployment measures to complete the project as soon as possible.
When completed, the project is expected to connect and transfer efficiently with other metro lines, reduce urban traffic pressure, improve infrastructure, and enhance mobility for residents.
