The Hanoi People’s Committee has asked the relevant departments and units to promptly resolve difficulties to accelerate the progress of the Ring Road 1
investment project, the Hoang Cau - Voi Phuc section. The city aims to open the entire route before September 2, 2026 and complete the project in 2026.
According to a conclusion by Hanoi Vice-Chairman Do Anh Tuan at a progress review meeting, the project’s progress in recent times has seen many positive changes. In particular, the coordination between Ring Road 1 project and the urban rail line No. 5 basically meets requirements and enables the components to be implemented in a coordinated manner. To ensure milestones, the City People’s Committee has assigned specific tasks to each department and agency.
Accordingly, the Department of Construction is responsible for guiding the City Urban Project Management Board on plant species, and coordinate with the Finance Department and related agencies to review and propose solutions to two fixed-unit-price contracts on the flyover packages at Giang Vo - Lang Ha and Nguyen Chi Thanh in accordance with law and the special mechanism of the Hanoi City Act 2026.
Meanwhile, the Department of Agriculture and Environment is tasked with studying plans to allocate a "priority lane" or "dedicated lane" for transporting construction waste from key projects to shorten processing time and speed up construction. The City Urban Project Management Board is also required to strengthen coordination with departments to promptly address arising issues to ensure the project completes as scheduled.
According to a report by PV of VTC News, in the section from Voi Phuc to the area near Phu San Hospital, many items on both sides of the route are essentially completed. The road surface has been asphalted, while workers are urgently planting trees and flowers on the medians.
The Ring Road 1 project, Hoang Cau - Voi Phuc section, is about 2.27 km long with a total investment of over 7,200 billion VND; it has been dubbed the 'most expensive road' by public opinion due to high land clearance costs and years of delay. The project is one of Hanoi’s key traffic works. To date, the total construction volume of the project has reached over 40%.
When completed, the route will complete Ring Road 1 according to the master plan, finalize Hanoi's radial-transit transportation axis, help ease congestion in the central area, and strengthen connectivity with the urban transport network, especially existing and future urban rail lines.
