Hanoi City issued Decision No. 2200/QD-UBND authorizing the Hanoi Transport, Trade and Service Joint Stock Company to change the land use purpose of 3,356.1 square meters of agricultural land (rice field) in Tay Phuong commune to implement the Gas Station and Huong Ngai service project. The 3,356.1 square meters comprises 3,081.1 square meters of land designated for building a project with annual land rent payments and 275.0 square meters of land within the road expansion area, granted by the state with no land-use fee; the investor is responsible for constructing the infrastructure in a synchronized fashion according to the approved master plan, and absolutely no buildings, including fences, may be erected; when the land is recovered under the approved plan, it must be handed over as prescribed.
The location, boundaries, and area of the land were defined in the Master Plan land-use map attached to Decision No. 3207/QD-UBND dated June 5, 2025 by Thach That District for the detailed 1/500 construction planning of the Gas Station and Huong Ngai service project.
Within 12 consecutive months from actual handover, Hanoi Transport, Trade and Service Joint Stock Company must put the land into use. If the land is not put into use or if there is a delay in land use according to the investment project, the company may be granted a usage extension of up to 24 months and must pay the state an amount corresponding to the land rent for the extended period. If, after the extension, the investor still does not put the land into use, the state will reclaim the land without compensation for the land, assets attached to the land, or the remaining investment costs.
It is noted that Hanoi Transport, Trade and Service Joint Stock Company was established in August 2009, headquartered in Ha Dong district, Hanoi. The company registered activities include wholesale of solid, liquid, and gaseous
fuels and related products (details of wholesale gas, gasoline, crude oil, and related products).
As of April 2026, the company increased its charter capital from 138 billion VND to 268 billion VND. Mr. Nguyen Huu Binh holds the position of General Director and legal representative.
