Hanoi has issued Plan No. 171/KH-UBND to review and propose the completion of the system of base standards and local technical regulations for the city in the 2026–2027 period. The plan is designed to create a strategic framework and organize implementation for areas where gaps exist, with emphasis on key sectors that are considered groundbreaking.
In 2026–2027, Hanoi aims to complete the review, classification, and establishment of a catalog of “gaps” in standards and technical regulations by sector, priority level, and urgency for practical management. The catalog is intended to provide a scientific basis for the roadmap to issue base standards and local technical regulations in the next phase.
At the same time, the plan sets out a framework for new base standards and local technical regulations aligned with international, regional, and advanced standards, while remaining suitable to the capital’s conditions. Priority areas include urban technical infrastructure and energy; construction and smart urban development; digital health, data and inter-system connectivity; digital transformation, integration and information security; and agriculture, environment, and other sectors requiring special management.
To implement the plan, Hanoi will review, update, and comprehensively complete the catalog of technical gaps. The city will compare local realities against Vietnamese standards and current Vietnamese regulations, as well as international and regional standards, to identify areas where regulations are missing or where existing rules do not meet Hanoi’s specific needs.
Hanoi will also intensify consultation with the Ministry of Science and Technology, the National Standards and Quality Committee, and other relevant ministries, experts, and consulting units to build consensus. Based on consultation outcomes, the city will route and set out an implementation timeline.
Hanoi will complete the review of all current Vietnamese Standards/Regulations, including standards to be repealed or amended due to obsolescence, standards to be newly developed, standards requiring clarification, and a catalog of advanced foreign standards proposed for study and application.
Importantly, Hanoi will establish a guiding framework titled “The Standard Set for the Capital,” aligned with regional integration, multi-tiered layers, green/smart development, climate change adaptation, and governance of development.
During implementation, the city will focus on removing technical bottlenecks related to underground power transformers and safe corridors for high-voltage networks in densely populated urban areas. It will also develop standard guides for installing transformers in multi-use buildings and underground commercial complexes.
In addition, Hanoi will develop a technical framework for new energy infrastructure, including electric vehicle charging stations, energy storage systems, and smart grids in industrial zones and clusters.
