Hanoi has introduced a “green lane” mechanism for experts and high-skilled workers employed by companies and contractors participating in the city’s major projects. Under Decision No. 550 issued by the Hanoi City Public Service Center, the unit published a list of six employment-related administrative procedures that will be processed under the green lane.

The decision applies to experts and high-skilled workers employed by enterprises and contractors implementing major projects, including rehabilitation of the eastern area around Hoan Kiem Lake and the upgrade of Dong Kinh – Nghia Thuc Square; the Tu Liên Bridge and its approaches; Tran Hung Dao Bridge projects; Ngoc Hoi Bridge and its approaches; upgrading and widening roads around West Lake; improving river To Lich; Hoa Lac high-tech park and other high-tech investment projects; ring road 4 – the Capital Region; and Metro Line 5, Van Cao – Hoa Lac.
Experts from enterprises with construction, investment, or foreign-invested projects are eligible for the green lane from the moment of establishment or operation, if confirmed. In addition, enterprises with investment projects—particularly foreign-invested ones—can benefit from the green lane from the time of establishment or operation, if confirmed.
Compared with standard regulations, processing times are significantly shortened. Many procedures are reduced from 3–10 working days to 1–4 days, and some cases can be processed in a single working day.
The decision also notes that online submissions via the National Public Service Portal are fee-exempt for some procedures.
Procedures under the green lane can be received and processed through multiple channels, including public service points, mail, online submission, or via authorized representatives.
Under the decision, the Department of Home Affairs leads and coordinates with relevant agencies to build internal procedures published in this decision, subject to approval by the City Public Service Center Director.
The green lane mechanism is expected to improve service quality for citizens and businesses and to strengthen the investment climate, particularly as Hanoi promotes high-quality human resources and implements several large-scale infrastructure projects.
