Vietnam has broken ground on the Hanoi–Quang Ninh high-speed railway, a project with total investment of more than USD 5.6 billion, led by VinSpeed, a VinGroup subsidiary, with completion targeted for the end of 2028.
Prime Minister Le Minh Hung and other officials attended the groundbreaking ceremony, including former Prime Minister Pham Minh Chinh; Permanent Deputy Prime Minister Pham Gia Tuc; General Luong Tam Quang, Minister of Public Security; leaders of central agencies and localities; and VinGroup Chairman Pham Nhat Vuong.
The Hanoi–Quang Ninh high-speed line is being developed by VinSpeed Investment and Development of Expressway Rail (VinSpeed). Total investment is reported at over VND 147,000 billion (excluding land clearance), equivalent to more than USD 5.6 billion.
The route runs through four localities—Hanoi, Bac Ninh, Hai Phong, and Quang Ninh—with a total length of 120.2 km. It is designed as a double-track standard gauge line (1,435 mm) with full electrification and a maximum speed of up to 350 km/h. The Hanoi segment is set to have a maximum speed of 120 km/h.
The project will use high-speed rolling stock and signaling and equipment systems supplied by Siemens Mobility (Germany). VinSpeed will gradually receive technology transfer during operations.
The starting point is Co Loa Station (Vietnam International Exhibition Center, Vinhomes Global Gate Hanoi), and the endpoint is Ha Long Station (Ha Long Globe Forest Park, Vinhomes Global Gate Ha Long, Quang Ninh).
The line will include three transfer stations: Gia Binh (Bac Ninh), Ninh Xa (Hai Phong), and Yen Tu (Quang Ninh). A depot is planned at Ha Long station.
Under the plan, the project will be completed and begin commercial operation in 2028. It is expected to reduce travel time between Hanoi and Quang Ninh from more than 2 hours to about 23 minutes.
VinSpeed’s Deputy Chairman and CEO Nguyen Viet Quang said the start of construction reflects VinGroup’s commitment to developing infrastructure and building an internationally standard transport system, contributing to economic and social development and improving living standards.
He added that the project’s speed will create an efficient connection between the capital and the region’s industrial, logistics, and tourism centers, supporting trade, investment, and the mobility of high-quality labor. It is also expected to help the four growth poles—Hanoi, Bac Ninh, Hai Phong, and Quang Ninh—develop through closer regional cooperation.
Siemens Mobility’s Michael Peter, Global CEO, pledged to provide Vietnam with high-quality high-speed train technology and to cooperate on deep technology transfer, assembly, and maintenance to help establish a high-speed train ecosystem in Vietnam.
Peter also referenced Siemens’ safety record, saying: “Each day our trains travel about 1 million kilometers in total, about three times the distance from Earth to the Moon, with proven absolute safety.”
VinSpeed is also implementing another rail project with Siemens Mobility: in December 2025, VinSpeed began the Ben Thanh–Can Gio line in Ho Chi Minh City, expected to complete in Q4-2028.
