On the basis of the mechanisms and special policies permitted by the National Assembly under Resolution 258/2025/QH15, Hanoi has mobilized resources to rescue, build, and deploy eight major, important projects with dynamic significance. The projects are intended to create a breakthrough in the capital’s urban spatial development and socio-economic infrastructure.
In a report numbered 118 sent to the Standing Committee of the City People’s Council, the Hanoi City People’s Committee outlines the city’s position on implementing the eight major projects under Resolution 258/2025/QH15. The report states that implementation to date has been guided by relevant departments, ensuring basic conformity with the approved plan and the city’s progress.
To ensure completion of required formalities within six months from the project launch as required by Resolution 258, Hanoi asks its departments to focus on the following tasks:
For the Olympic Stadium urban-scale project, with construction beginning on 19/12/2025, the city will direct the handling of encroachments and finalize the 1/500 detailed planning. The investor is required to complete the dossier for acceptance of investment by the city.
For the Truc Dai scenic axis along the Hong River project, Hanoi will consider alignment proposals as advised by the Planning and Architecture Department and the Construction Department. The city will standardize node points along the river route based on the project alignment.
Hanoi also calls for urgent coordination between the Planning and Architecture Department, the Institute of Planning, and the investor to adjust the master plan, sub-area plans, and zoning for a 1/500 scale revision. This includes adjustments to the project route and positioning on the route, following prescribed procedures.
The city directs the Pedestrian/Footpath and the Planning Department to promptly coordinate with the investor to prepare 1/500 planning and zoning adjustments. It also emphasizes maintaining a 1/5000 ratio for the trunk route and a 1/500 ratio for project sites, in accordance with the regulatory process.
The report further notes guidance related to social housing projects and engineering and environmental concerns. It emphasizes the need to align with long-term urban development visions for the capital, including the 10-decade vision under the 100-year and 2045 outlooks.
For social housing projects in Northern Hanoi (including the Ty Tu ward) and other initiatives, city leadership calls for urgent implementation of compensation, relocation, and land-use agreements. Investors are also required to submit updated planning documents for prompt approvals.
Hanoi highlights the need for close coordination among relevant departments to complete project adjustments and secure timely approvals, including alignment with the 1/5000 trunk road planning and 1/500 segment planning.
Finally, the report states that if any agencies face jurisdictional conflicts or delays, they must report to the city for resolution. This is intended to keep the six-month targets and broader 100-year urban planning goals on track.
