Hanoi is implementing a plan to strengthen leadership by party committees for social insurance and health insurance in the city for the 2026–2030 period, following Directive 06-CT/TU of the Standing Committee of the Hanoi Municipal Party Committee. The plan frames the development of social insurance, health insurance, and unemployment insurance as a key political task tied to the capital’s socio-economic development.

Hanoi’s plan emphasizes tighter management of health insurance medical costs, alongside measures to reduce late payments of social and health insurance. The city also prioritizes promptly resolving and paying all social insurance, health insurance, and unemployment insurance benefits to ensure beneficiaries’ rights.
In parallel, Hanoi focuses on preventing and addressing abuse and exploitation of insurance funds.
To support the targets, Hanoi will expand the use of technology—especially artificial intelligence—in communication and policy guidance. The city’s Public Service Center, working with Hanoi Social Insurance and related units, will lead the development of a chatbot/AI system to help residents and businesses access information quickly and conveniently, with an expected rollout from 2026.
In the health sector, Hanoi will build a system to manage and connect electronic prescriptions nationwide during 2026–2030, aiming to improve healthcare quality and increase transparency in management.
Another core task is to continue refining the legal framework for social and health insurance to broaden coverage toward universal population coverage. Hanoi will also develop a multi-tier social insurance system based on contributions, benefits, fairness, shared responsibility, and sustainability.
The city will study piloting supplementary health insurance packages intended to help people reduce medical costs and expand access to healthcare services.
Hanoi Social Insurance Authority is responsible for coordinating with relevant units to implement the targets and ensure progress and effectiveness, including measures to expand participation and recover late payments.
The plan also calls for encouraging residents to participate in voluntary social insurance and family health insurance, and for promptly settling workers’ benefits in accordance with regulations.
Additionally, Hanoi will work with units and localities to inspect, detect, prevent, and sanction late, evaded, or fraudulent contributions to social and health insurance funds. It will apply remedial measures and strict penalties for violations by enterprises that delay or evade payments.
