In 2026, Hanoi is planned to implement inspections of 200 investment projects within the city to support monitoring and evaluating investments. The plan covers both publicly funded projects and projects funded from outside the state budget, including many in urban development, housing, technical infrastructure, commerce and services, health, and education… Illustrative photo. According to Plan No. 185/KH-UBND on monitoring and evaluating investment projects in Hanoi in 2026, Hanoi expects to inspect 200 investment projects. Of these, 100 are public investment projects in the fields of culture, education, healthcare, transportation, and environment; and 100 projects using outside-budget funds in the fields of urban development, housing, technical infrastructure, commerce and services, healthcare, education. In addition, projects that adjust objectives, scale, location, or increase total investment are also under inspection under the regulations. The monitoring and evaluation content focuses on the oversight by competent authorities deciding on investment, the state management agency on public investment with respect to public investment projects; and the inspection by state investment management agencies and investment registration agencies for projects using other capital; compliance with the regulations on the Investment Monitoring and Evaluation Reporting regime and updating project information. The objective of the supervisory and evaluation activities is to monitor the implementation of investment projects; compliance with the regulation on the Reporting on monitoring and evaluating investment projects and updating investment information in the Ministry of Finance's Investment Monitoring, Evaluation Information System and Hanoi City's Investment Project Management Information System, to form a database that is "accurate - complete - clean - live". The City People's Committee instructs the Finance Department to lead, in coordination with related agencies and individuals to implement. It also monitors, urges the investors throughout the process and reports results to the City People's Committee as required. It actively selects and decides the inspection method suitable to practical conditions. The People's Committees of communes/wards where a project is inspected are responsible for appointing representatives from professional departments (planning, land, construction…) to coordinate on-site work, inspect the site and sign field inspection minutes; provide records and information on land use status, construction order, planning, and compliance with remedial measures if any. Hanoi's strengthened monitoring and inspection of investment projects occurs in the context of the city continuing to focus on improving state management, especially in land: planning, land use planning, control of the land fund; financial management of land and land prices; compensation, support, and resettlement when land is recovered... which has contributed to more effective use of land resources to support sustainable urban development in Hanoi. In addition, construction order management is also checked to promptly detect and handle construction order violations.
