Ho Chi Minh City People’s Committee has issued a document announcing a list of six housing investment projects in the city in which foreign organizations and individuals are allowed to own housing in accordance with Clause 3, Article 4 of Government Decree No. 95/2024/ND-CP dated July 24, 2024. After the City Office posted the list of six projects, the Department of Construction is responsible for publicly disclosing the project information in accordance with Clause 1, Article 7 of Decree 95/2024/ND-CP dated July 24, 2024 on the Department of Construction’s online portal. Accordingly, the list of new projects spans across various areas of Ho Chi Minh City, from large urban areas to mid-range apartment projects, meeting the diverse demands of international clients. Notably, The One World project in Thuận Giao, old Bình Dương province, developed by Kim Oanh Investment and Development Joint Stock Company. With a scale of nearly 50 hectares, this is the largest project in the list, promising a modern and comfortable living space. Also in the old Bình Dương area, the Phú Đông SkyOne apartment project by Phú Đông Investment Co., Ltd. With an area of more than 5,300 m2, this project adds mid-range apartment supply, a segment valued for liquidity when marketed to foreigners. In Bình Trưng ward, old District 2, two projects were included: Bình Trưng Đông housing and Đoàn Nguyên housing. The Bình Trưng Đông project, developed by Bình Trưng Moi Real Estate Co., Ltd., covers about 57,700 m2, while the Đoàn Nguyên project by Đoàn Nguyên Housing Investment & Business Co., Ltd., covers over 60,700 m2. Both projects are expected to offer attractive options for foreigners seeking living space in Ho Chi Minh City. In addition, the list includes the mixed-use residential and commercial project in Bình Tây ward, invested by Minh Anh Real Estate Services Co., Ltd. This project sits on land at numbers 765 and 751/8 Hong Bang Street, covering more than 5,600 m2, delivering a seamless blend of living space with commercial amenities. Finally, the high-rise residential building with commercial services and offices by DHA-D One Joint Stock Company, located on Ben Bình Đông axis in Phú Định ward, with a scale of about 8,050 m2, is another highlight in the list. This project not only provides modern living space but also facilitates business and commercial activities. In 2025 and the early months of 2026, Ho Chi Minh City has published similar lists five times, bringing the total number of projects eligible for sale to foreigners to 123. This expansion aims to attract foreign capital and retain a high-quality workforce, meeting the growing housing demand of foreign experts and engineers. At the same time, as the city aims to become an international financial center, a free-trade zone, and to develop the semiconductor industry, this move is expected to increase market attractiveness and promote the city’s sustainable development in the future.
