On May 7, a working delegation from the Ministry of Industry and Trade led by Nguyen Hoang Long met with Nghệ An Province’s People’s Committee to review the implementation of energy-source and grid projects in the province under the adjusted Power Plan VIII.
Nghệ An’s Department of Industry and Trade reported that for the LNG Quỳnh Lập Power Plant project, on February 12, 2026, the provincial People’s Committee issued a decision approving the investment policy and approving the investor consortium consisting of PetroVietnam Power (PV Power), Nghệ An Sugar Co., Ltd, and SK Innovation Co., Ltd (Korea).
As of March 10, 2026, the Nghệ An Department of Finance issued an investment registration certificate for the project. The province is directing relevant departments, agencies, and localities to coordinate with the investors to carry out the next steps to maintain implementation progress in line with the approved plan.
In addition to LNG Quỳnh Lập, Nghệ An is processing investment procedures for eight power projects approved in the adjusted Power Plan VIII, including floating solar projects at Vu Mấu Lake and Khe Go Lake; the My Lý, Nam Mo, Cam Sơn, and Thông Thụ hydropower projects; and wind projects Nam Đàn and Quỳnh Lập 2.
For the Dong Văn hydropower project, the province reported an increase in capacity from 28 MW to 29.8 MW. The investor has completed procedures to adjust the investment registration certificate and is continuing to complete related procedures to implement the capacity adjustment.
Nghệ An’s waste-to-energy plant has also been approved for an investment-policy adjustment. The investor has completed adjustments to the 1/500-scale detailed planning and is submitting the environmental impact assessment for appraisal.
Regarding rooftop solar, Nghệ An has been allocated 286 MW by 2030 and 49 MW for 2031–2035. To date, investment registration certificates have been issued for rooftop solar systems that are self-produced and self-consumed, reaching nearly 48.2 MWp.
Following government direction to strengthen electricity saving and develop rooftop solar, the province aims to develop an average of about 50 MW of rooftop solar per year in the coming period.
At the meeting, Nghệ An proposed that the Ministry of Industry and Trade consider adjusting the operation schedule for the LNG Quỳnh Lập Power Plant from 2028 to 2030 to align with the progress of the adjusted Power Plan VIII approved by the Prime Minister.
The province also requested continued coordination between the Ministry of Industry and Trade and the Ministry of Finance to allocate funds to provide electricity to 21 hamlets, villages, and Dao Mat Island, which currently lack national grid power, mainly in mountainous, remote, and hard-to-reach areas.
Deputy Minister of Industry and Trade Nguyen Hoang Long said energy security is notably important for economic–social development and must be prioritized. He acknowledged Nghệ An’s efforts in implementing projects under the adjusted Power Plan VIII and urged the province to take decisive action to ensure progress on power-source and grid projects.
The Ministry of Industry and Trade pledged to work closely with Nghệ An to address difficulties and obstacles during project implementation to ensure completion in line with requirements and timelines.
Phó Chủ tịch Nghệ An’s People’s Committee, Phùng Thành Vinh, said the province will continue coordinating with the Ministry of Industry and Trade and relevant units to accelerate energy projects locally, contributing to the goal of developing synchronized and modern energy infrastructure in line with the adjusted Power Plan VIII.
