According to EVN, applying peak and off-peak hours that vary by season with frequent adjustments throughout the year would raise cost pressures, require more staff, and increase the risk of mistakes, potentially giving rise to customer complaints and affecting system-wide operations. Shifting loads to late afternoon and evening on a seasonal basis. EVN has submitted comments to the Ministry of Industry and Trade on the draft regulation of peak, off-peak, and normal hours of the national power system. Under the ministry's proposal, peak hours would no longer be fixed year-round as currently; they would be designed by season to reflect actual fluctuations in electricity demand. Specifically, during cooler months, peak hours would run from 14:00 to 19:00, applied Monday through Saturday. For the hot period from May to August, peak hours would be split into two intervals: 14:30-16:30 and 19:30-22:30, showing that load extends beyond the afternoon into late evening. EVN notes that changing peak and off-peak hours could increase the risk of customer complaints. A key change is that Sundays would no longer count as peak hours, to reduce cost pressure on production and consumption on rest days. Off-peak hours would remain fixed from 0:00 to 6:00 daily, with all other times defined as normal hours. Compared to current rules (peak in the morning 9:30-11:30 and afternoon 17:00-20:00), the new plan clearly shifts load to the afternoon and evening, especially in hot seasons.
