New regulations on driver training and testing were issued under Circular No. 17/2026/TT-BXD, amending Circular No. 14/2025/TT-BXD dated June 30, 2025, by the Ministry of Construction. The updated rules cover driver training, refresher courses, testing, and the issuance and management of certificates documenting knowledge of road traffic law.
Circular No. 17/2026/TT-BXD adjusts both theoretical and practical components of training:
The circular also introduces a safe driving-hours requirement for upgrades from D1 or D2 to CE. Specifically, upgrading from D1 to CE or from D2 to CE requires at least three years of safe driving time prior to upgrading.
For upgrading driving licenses, the documentation requirement is revised. The circular replaces the requirement to submit a secondary school leaving certificate with a copy confirming completion of junior secondary education or higher in the driving training records for upgrades to D1, D2, or D.

The circular takes effect from July 1, 2026. For courses already started before this date but not completed, training facilities are required to assess learning outcomes to determine completion under the previous regulations.
Certificates issued before the effective date remain valid under the previous rules.
