New regulations detailing certain provisions of the Inland Waterway Traffic Act and its amendments were issued by the Government and will take effect on 1 July 2026. Oversized and ultra-heavy cargo transport: Oversized cargo refers to non-disassemblable goods with overall dimensions longer than 40 m, or wider than 10 m, or higher than 4.5 m. Ultra-heavy cargo refers to non-disassemblable goods with total weight exceeding 100 tons. Before transporting oversized or ultra-heavy cargo, the master of the vessel or the transporter, or the freight operator must prepare a transport plan for the oversized/ultra-heavy cargo and submit it to the competent authority for approval. These transport plans must include: current state of the expected waterway route including width, depth, and turning radius of the river channel; the vertical clearance of structures crossing the river; information about the goods: dimensions (length x width x height) in meters; total mass in tons; expected transport time; port of departure and port of destination; vehicle type and size parameters; safety guidance for traffic control and any required assistance (if any). The Vietnam Maritime Administration and Inland Waterways Department will approve these plans in cases where the vessel leaves a seaport or leaves an inland port with inter-provincial transport. The Department of Construction will approve in cases where the vessel leaves an inland port and the transport is intra-provincial. For procedures: applicants submit one set of documents in person, by mail, or via the online public service system to the competent authority. The documents must include a request for approval of the transport plan for oversized/ultra-heavy cargo in the form prescribed in the Appendix to this Decree; the transport plan as prescribed. Within two days of receipt, the competent authority must organize the inspection and approval of the transport plan and send it directly or via mail or via the electronic document management system to the transporter. If not approved, a written response clearly stating the reasons. In addition, the Decree also prescribes that new-build, refitted, repaired or restored vessels must meet requirements on fire protection, safety, occupational health and environmental protection as prescribed.
