Opening remarks at the second session of the National Assembly Standing Committee, National Assembly Chairman Tran Thanh Man called for gradually reforming thinking in lawmaking and preventing overdue implementing texts from accumulating. The session took place on the morning of May 11, 2026, chaired by Politburo member and National Assembly Chairman Tran Thanh Man.
The Standing Committee’s second session focused on three main tasks.
Review and approve the Ordinance amending and supplementing certain provisions of the Ordinance on the Unification of legal documents. The Chairman said this is an important task to adjust provisions to fit reality and to institutionalize Central conclusions on improving the structure of the legal system in line with national development requirements in the new era.
Review the Report on citizens’ petitions submitted to the National Assembly for March and April 2026. The Chairman noted that this is a transition period, with voters having high expectations and also raising many concerns. He asked members to assess the substantive handling of voters’ and people’s petitions, particularly urgent issues that have arisen recently.
Summarize the First Session and provide initial opinions on preparing the Second Session of the 16th National Assembly. The Chairman urged members to clearly evaluate what has been done, what has not, and what needs adjustment from the Second Session.
On lawmaking work, the Chairman urged the Government and ministries to strictly implement the amended Law on Promulgation of Legal Documents, especially provisions on deadlines and the quality of dossiers and documents submitted to the Standing Committee, National Assembly deputies, the Council for Ethnic Minorities, and other National Assembly committees.
He also stressed that Prime Minister Le Minh Hung has required that draft laws submitted to the National Assembly be prepared meticulously and aligned with draft decrees and implementing guidelines. The Chairman said that when laws and decrees are of high quality, the process of scrutiny, consideration, and passage in the National Assembly will be more favorable.
For laws and resolutions recently approved by the National Assembly, the Chairman urged the Government to promptly and decisively issue detailed implementing documents. He said relevant agencies should quickly review and complete dossiers and submit them to the Standing Committee for issuance of documents within its jurisdiction.
The Chairman emphasized the overarching principle of not allowing a backlog of implementing texts to build up and not leaving legal gaps. He said laws and resolutions must take effect and be practicable immediately, because people and businesses are awaiting decrees and circulars to implement them in a synchronized manner.
The Chairman called for comprehensive review of legal documents with people and businesses at the center.
