The Prime Minister Lê Minh Hưng has signed Decision No. 730/QĐ-TTg dated 24 April 2026 to reorganize the Government’s Steering Committee for developing science, technology, innovation, digital transformation, and Plan 06 (the Steering Committee). Under the decision, the Prime Minister serves as the Head of the Steering Committee.
The Deputy Heads include Deputy Prime Minister and Permanent Deputy Head Pham Gia Tuc (Deputy Head of the Standing Committee); Deputy Prime Minister and Minister of Defense General Phan Van Giang; Deputy Prime Minister Pham Thi Thanh Tra; Deputy Prime Minister Ho Quoc Dung; Deputy Prime Minister Nguyen Van Thang; Deputy Prime Minister Le Tien Chau; Minister of Public Security General Luong Tam Quang; Minister of Science and Technology Vu Hai Quan; and Minister of Home Affairs Do Thanh Binh.
Members include: Minister of Foreign Affairs Le Hoai Trung; Minister and Chief of the Government Office Dang Xuan Phong; Minister of Justice Hoang Thanh Tung; Minister of Industry and Trade Le Manh Hung; Minister of Finance Ngo Van Tuan; Minister of Education and Training Hoang Minh Son; Minister of Ethnic Affairs and Religion Nguyen Dinh Khang; Minister of Agriculture and Environment Trinh Viet Hung; Minister of Construction Tran Hong Minh; Minister of Health Dao Hong Lan; Minister of Culture, Sports and Tourism Lam Thi Phuong Thanh; Governor of the State Bank of Vietnam Pham Duc An; Chief Inspector of the Government Nguyen Quoc Doan; and Deputy Ministers Thong Tin (Under-Ministers) Nguyen Van Long (Public Security); Bui Hoang Phuong (Science and Technology); Nguyen Van Hoi (Home Affairs); and Nguyen Thanh Tu (Justice).
The Steering Committee is an inter-ministerial coordinating body tasked with researching, advising, and proposing to the Government and the Prime Minister directions, coordination, and solutions for important cross-sector issues in implementing national policies and strategies on science, technology, innovation, digital transformation, Plan 06, and administrative reform.
Its duties include researching, advising, and proposing directions and solutions; providing opinions on strategies, programs, mechanisms, policies, and projects within the Government’s authority; and monitoring, urging, and inspecting implementation across ministries, sectors, and localities. It also coordinates cross-sector programs and projects, and organizes mid-term and final reviews, reports, and proposals for adjustments when necessary.
The Steering Committee also coordinates the Government’s Action Program implementing Politburo Resolution No. 57-NQ/TW dated 22 December 2024 on breakthroughs in science, technology, innovation, and national digital transformation.
The Prime Minister established three Working Groups under the Steering Committee:
The Ministry of Public Security is assigned as the standing agency of the Steering Committee, using the existing apparatus without increasing staff. It is responsible for coordinating, urging, consolidating reports, and advising the Steering Committee, including developing annual work plans and proposing organizational adjustments when needed.
In Decision No. 733/QĐ-TTg dated 24 April 2026, the Prime Minister established a Support Team for the Steering Committee. Deputy Minister of Public Security Lieutenant General Nguyen Van Long serves as Team Leader.
The Support Team is tasked with advising and directly assisting the Steering Committee in inspection, supervision, and monitoring of tasks, and with quickly identifying difficulties and bottlenecks to propose solutions. The Support Team does not replace the functions and duties of ministries, sectors, and localities, focusing instead on synthesis, coordination, and proposing cross-sector resolutions of issues.
The decisions emphasize priority in allocating resources and increasing the share of spending on strategic technology and core technology development.
