From 2026 through 31 December 2026, the draft Circular of the Ministry of Finance proposes applying the rates for certain fees and charges at 50% of the current levels under the original corresponding circulars to support the connection, extraction, use of data, and encourage the performance of public services via the VNeID application. Specifically, the draft enumerates the following: 1) Fees for the appraisal and licensing of the use of industrial explosive materials for offshore and continental shelf activities: the fee is set at 5,000,000 VND, with a reduced amount of 2,500,000 VND. 2) Fees for the appraisal and licensing of industrial explosive materials for construction or demolition work: 4,000,000 VND, reduced to 2,000,000 VND. 3) Fees for the appraisal and licensing of industrial explosive materials for onshore exploration: 3,500,000 VND, reduced to 1,750,000 VND. 4) Fees for the appraisal and licensing of industrial explosive materials for research, verification, and testing: 2,000,000 VND, reduced to 1,000,000 VND. Fees, charges in the field of nuclear energy: the rate is 50% of the amount prescribed in Circular 287/2016/TT-BTC. For example: 1) Appraisal and licensing for operating and using irradiation equipment; 1.1 Accelerators; 1.1.1 Accelerators; 1.2 X-ray therapeutic devices; 1.2.1 Agricultural radiotherapy devices; etc., with specified amounts and the corresponding reduced amounts. 2) Fees for operation licenses of devices and equipment used in radiation therapy, including various radiotherapy devices with their respective fee scales and reductions. 3) Fees for driver’s license testing and issuing licenses and certificates for road transport; 4) Fees for construction activity licensing; 5) Fees for architectural practice licenses; 6) Fees for access to and use of land documents from the National Land Information System. The draft also notes that if the original circulars are amended, the 50% reduction applies to the new rates as amended. From 01/01/2027 these fees revert to the old levels. The circular is valid for 2026 through 31/12/2026, while other provisions such as scope, applicability, revenue collection, payer obligations, and management of fees remain as currently prescribed.
